Judy Harrow (March 3, 1945 – March 20, 2014) was an author, counselor, lecturer, and Wiccan priestess.

Judy Harrow was a counselor and writer from the New York metropolitan area. Judy received her Masters Degree in Counseling from City College of New York in 1979. She worked for many years in civil service, and retired in April, 2000. Judy served as High Priestess of Proteus Coven from 1980 until 2014. She was President of the New Jersey Association for Spiritual, Ethical and Religious Values in Counseling and served on the National Advisory Board of the Consultation for Interfaith Education and the Steering Committee of the Interfaith Council of Greater New York. Judy wrote two books: Wicca Covens (1999), and Spiritual Mentoring (2002). She edited and contributed to the anthology Devoted to You (2003), and served as project coordinator for the 50th anniversary reissue of Witchcraft Today by Gerald Gardner (2004). Judy had a regular column in PanGaia Magazine, called "Mind and Magic," in which she explored all the many connections between contemporary psychology and Pagan spirituality.
